Background
of Agreements
A
YARTS sub-committee met for approximately a year to prepare
the agreements. Representatives from the counties of Mariposa,
Merced, and Mono, as well as from Yosemite National Park, the
California Department of Transportation U.S. Forest Service,
and the Federal Highway Administration, participated in drafting
the agreements.
Joint
Powers Agreement for the YARTS Authority
Approved
by the boards of supervisors for the counties of Mariposa,
Merced, and Mono.
Allows
the three participating counties to jointly govern and manage
the regional transit service into Yosemite National Park and
other destinations of their choosing.
Establishes
the "rules" for working together, the governmental
powers that each of the counties wish to share for the purpose
of operating transit service, and forms a new agency that
can enter into an agreement with the National Park Service-Yosemite
National Park.
Provides
for its own Authority board, represented by a supervisor from
each participating county.
Gives
the Authority the ability to contract for transit service,
as well as hire staff or contract for professional services.
Cooperative Agreement between the YARTS Authority and Yosemite
Agreement
between the YARTS Authority and the National Park Service
(NPS).
This
agreement specifically identifies the goals, roles and responsibilities
for the YARTS JPA and the NPS in the provision of transit
service into Yosemite National Park.
The
Cooperative Agreement identifies the commitments of the Authority,
including:
-Planning,
design, and implementation of regional transit service.
-Preparation of a capital and service plan, budget, and financial
plan.
-A commitment to funding the transit service.
It
also identifies the commitments of the National Park Service,
including:
-A
commitment to contribute funding for transit service.
-Promotion of transit service including guaranteed access
to YARTS transit vehicles, coordination with in-Park shuttles,
reduced entrance fees, and development of a YNP/YCS employee
transportation program.
-An opening of Tioga Pass at the earliest possible date consistent
with safety and natural resource protection requirements.
-Consideration and incorporation of YARTS service needs into
Park planning.
-Including the transit service in YNP publications.
